As Rick's Tropical Delight has clarified, beef in the US is qualified in three grades, select being the lowest of the three. The term "prime rib" in its most literal meaning is Prime grade beef; the highest of the three quality grades. However, "prime rib" has also taken on the meaning of any whole cut of rib roast of any grade--this is especially true in establishments such as casinos and such.

You can go with a select cut and turn out some GREAT food. It's a great cut of beef. It might take you a little longer than a primal cut if you are following many of the 'prime rib' recipes found on this forum though. Just be flexible and plan accodingly when it comes to what time the meal is served.
 
I got a little 5.25lb Select Rib Eye Roast for $4.47 lb to do a practice cook with. It turned out fine and made some excellent French Dips. $5.99 isn't a bad price, depends how many people your cooking for, if its just the four of you it won't break the bank.
