I think that's correct if you wanted it to be a State Championship. You could have a KCBS contest that wasn't a State Championship and have less than 15 I believe...
 
There is no set number of teams for a contest to be KCBS sanctioned. The 15 for first year and 25 thereafter apply to state championship contests for them to be qualifiers for the Jack, Royal, etc.
 
you can also go for simple licensing for first year contests. I think the cost of that is 75$ as opposed to 250 + team fees. (or whatever it is now for a full sanctioning)
