Lets not get into brands of smoker, just "bullet" style questions.
Water pan goes under lower cooking grate (nearest heat) even if you only have food on top grate, correct?
Is there any reason to raise the water pan to a higher level even if you are using one grate for smoking?
Comments and suggestions.
 
You are correct. No need to raise the pan. It acts as a thermo barrier as with acting as a moisturizer. Needs to be low, close to the fire.
 
Every watersmoker I have used had been in that configuration.
