Like was mentioned I would sauce it all, you want to have the same flavor profile on all the meat. You don't just sauce 3 ribs do you?

As a judge, I would prefer to have a variety to sample. There is enough of each "type" to have each of the 6 judges sample some of each; therefore, I'd go with the way you have it. Comparing this variety of sauced and unsauced to only saucing 3 ribs is WAY off base! Each judge can get the same samples here.
 
The garnish does not have anything to do with the score.... Unless the judges do not follow the rules and policies. That being said, the meat looks about as good as you can get. If they dinged you for the garnish it's a shame.
