It really is up to you. I personally like to wrap everything I cook on the smoker with the exception of chicken.

So personally, yes I would with a little splash of woosty and maybe either apple juice or beef/chicken broth and of course some of the rub you seasoned the meat with. Very little, the meat is going to let some off too so you don't need much if any.

When I foil my ribs, I put them meat side down.
 
I have done both. Foil and they become more tender. Don't and they retain a slight bit more texture which I like. Personal preference! No exact science.
