Actually, now that I watch his video again it seems he is doing things in the reverse way. The time to boil or simmer actually is after all your liquids are in. THEN goes the spices, sugars, salts etc. THEN after a nice boiling, you can add your thick stuff to a rice spice steeped liquid. In his way the only way to get the flavors to marry to a thick liquid is time, heat or both.

I have never skimmed off the scum? WTF?
