i have exchanged tanks at home depot / lowes with LITERALLY no valve and no paint left, one was burned beyond recognition (my neighbors house burned down, long story, i took the propane tanks from the dumpster and exchanged them) and the kids at home depot could LITERALLY care less. The one time the kid only looked up from his texting to open the lock on the door to the propane cage.
i'm pretty sure they will exchange it....no one cares anymore pretty much =/
