Governor Brown signed a blanket proclamation for California
All "serious" contests meeting the Royal and Jacks requirement are now State Championships
Dawn Endrijitus of the KCBS took care of this for all of BBQ

Since KCBS has officially decided to no longer track whether or not any of their sanctioned events are State Championships, will it matter?

Only if The Jack and the American Royal don't change their protocol. Can you imagine the mess we'll have if they don't?
