i wouldve said damp charcoal, or plugged airholes. when u kick the legs, also reach inside and tap the ring.

wehn im fighting it, i offset the lid a little to leave a 1/2 inch gap around one side of the lid..helps airflow and then reseat it once temps are up.
 
only time I had that kind of issue with my WSM was damp, not wet charcoal. Forced hot air from a hair dryer finally did the trick.
 
also, I picked up two Kingsford Kaddys at lowes this summer - that way i can store the charcoal air and water tight outside. The bags stay in the garage, and only come out to the grill when i put them in the kaddys.

I use a 5 gal bucket with top at a fraction of the cost.
