Well, without knowing what your case is exactly, i can guess whats going on. Im military and in base housing. My experience with base housing is you cannot have a trailer at your residence for more than 30 days. And a trailer as far as the military is concerned is anything towed behind a motor vehicle with an axle and wheels. They told me to remove my trailer from the premises, and i moved it to the garage. Out of sight out of mind.

If you talking about if a trailer IE: (grill or smoke pit) needs to be registered, it would depend on the weight, and size of the trailer. Depending on the trailer useage, if the trailer/tow vehicle is below a certain Gross Vehicle Weight, it does not need to have license plates. This is different from state to state. This also depends on rather the trailer is home made or from a manufacterer. Some states will require you to title or register a trailer but may not require tags. This process requires the DMV to inspect the trailer for safety, and to assign a value to it for it to be taxed annually. You will then be assigned a title certificate required to sell or trade the trailer in that state in the future.

Without knowing what your situation is, i would suggest pulling your trailer to your local DMV first or police station, have them look at it and determine if what you need to do. Then whatever answer you get, have them provide you with the paper copy of the satute that makes it law, or have them write you an affidavit.
