Orange juice/chili beef cross cut ribs

I was at a bbq contest a year ago and some hispanic guy next to us was cooking dinner. He had some beef cross cut ribs and was grilling them like steaks. He gave us a taste and it was interesting. He said it was marinated in orange juice and chili powder. Anyone had this? Is that it? Any other ingredients? How much of each? Thanks!
 
The trick I have found is that when someone from Texas or Mexico says chili powder, it could mean any combination of flavors, not all of them being chili.
 
I have heard of a dish called "carne narangha" or something like that. It is usually made with pork that has been marinated in orange juice and seasonings with chilies and then cooked over fire. Sounds like a beef version.
