I think so long as the meat is only frozen once you'll be fine. Seems I've read a number of things that say re-freezing meat isn't advisable.

you can, but if the meat holds too much (part of the goal of brining), you may burst some cell walls while frozen; odd texture after cooking if that happens.
 
Most "fresh" chickens were already frozen at one time. Krogers, Safeway, Wal-Mart, etc get there chickens frozen and then thaw them before they put them out and sell them "fresh." If you want to freeze a chicken, I would get a chicken at a quality grocery store that you know wasn't frozen before.
