Saw this in an ad and wanted to know if this is a weber. Not sure about the 2 handles on the kettle.

That is a weber kettle. From the looks of it, it is older than 2000 as it has a wooden handle on the top. Probably older as the ash catcher is the kind that actually hugs the legs as opposed to sitting on the clips.

It is a 18.5" kettle with the old three bottom intake vents.

That's a mid-70s vintage 18.5" kettle. (twist on ash pan, two rivet handle, small tab on the top vent)
There are some minor condition issues, but I would go $20 for sure, maybe $30. Like HSLS said, nothing over $40 for sure.
