This is a question that mostly applies to food service, but once again isn't a bad practice for the home.

Question: How many inches above the floor should food be stored?

HIG says that food should be stored six inches above the floor.
This also applies to walk-in freezers and coolers.

I know how most floor cabinets are built, I hope they're acceptable for use.
 
Seeing as most commercial dunnage racks are either 8" or 12" high I'd hazzard a guess that this meets most health department requirements!!
 
The assumption has to be ...DRY GOODS
Anything else goes in a walk in or freezer.

The rule when I was a manager was 6 to 8 inches
because of bugs and roaches and we inspected daily
even though stuff was wrapped.

Paper products went on shelfs above.
