What's a heat diverter for humphreys?

I have a guide about my charcoal basket that has nothing in it. Guessing it's for a heat diverter but what's that do?

it keeps the heat from hitting the water pan so hard and in turn you use less water during the cook. should also help your waterpan last longer.
