What are good settings for the lower vent and daisy wheel on vision classic to keep temp between 220-250 degrees?

not familiar with that grill but would start out using the minion method and take it from there

IDK WTH a "Vision Classic" is on a Weber as mentioned Minion method, Bottom vent open 1/8" top damper 3/4 - full open. it is beyond my comprehension why you want to cook a such painfully low temps. Light the fire take what ya git and cook ya foods simple no stress.

Mine always burns center outward.I use hand held propane torch.Light four spots 90 degrees from each other for 30 seconds each. All vents wide open until 50 degrees below target temp.CLOSE upper vent.Bottom vent on number three and adjust from there if needed at 15 minute intervals. The only time I cooked that low was for BB bacon.I usually cook at 275-350.Same as above but top vent at 1 or 1/2 as needed.
