I'm not sure if this is what you are looking for, but I have a pepper mill that I always use for every day pepper. It's a hand crank style, and would be a pain for doing whole briskets etc.
A lot of people have a dedicated coffee grinder (burr grinder, not a whirly bird) that they use for grinding spices only. I had one for a few years, but it somehow got wet and the internals rusted up so bad it won't spin up anymore. I am always keeping an eye out for a gently used quality coffee grinder to replace it though.

Any time you can start with the whole spice and then grind it, you are better off. :clap2:

Mortar and pestle works great.

I've dumped some whole peppercorns into my Magic Bullet when mixing up my own rubs, and it broke them up pretty well.

I have an electronic pepper grinder and can't live happily without it.

This. I use one daily for grinding pepper, rather than a mill that'll leave half cracked peppercorns to lose their smell
