120 days for payment on an agency contract is not that unusual anymore in CA. I do most of my work with local and state agencies (well, I need projects and would not do a state job just now) and waiting 3 months is just normal. And yes, I am hacked off every April, and at every quarter end.
I would love a contract that allows me half up front, half at delivery, and the ability to charge interest. One of the few things the state managed to do is pass laws that exempt governmental agencies from interest, payment schedules etc...

This is one of the ways government and large corporations screw small business ... by effectively TAKING terms. As others have said, if you want to deal with large organizations (public, private, and inbetween), this is just a sad fact of life.

To me it comes down to do you want the money and future frustrations. Do you want to be the guy that pulled out at the very last minute? With my job I deal with govt contracts all the time. I would do the job and then find someone in the system that has the power to get your check cut to you. Discuss your needs and you may be surprised. Do the job, make some cash, work it out and just be happy you are not dealing with the BIA.
