Unlike the KCBS you do not have to be a member of NEBS to be a part of the TOY although I do recommend becoming a member

So if a NEBS team comes to the Kansas City area and scores well in a contest here, that doesn't count? If so, then I guess it's the contests that determine points and not the teams competing in them, correct?

No that wouldnt count. Its only contests that are NEBS sanctioned... ie, on the NEBS website.
