Looks to me like a 120 gallon propane tank.

Pressure vessel, probably a compressor tank, but I've seen this kind of thickwall tank in industrial high pressure settings. I'd never criticize a home build, but if someone was selling this/these for a grand thats some pretty rough workmanship.a
