Default KCBS weighting factor change

I see that they changed the points weighting factor for 2013. Anyone know why? How did I miss that?

It's been discussed here a few times. Essentially, based on the old weights, it was possible for two teams to tie in a category, but one team would always win because the tie was numerical, but a higher score in tenderness always beat a lower score in appearance. This weighting change just means that you won't go to a "tie breaker" but supposedly no results will be changed, just that it won't "look" like a tie.
