Do you have to be a member of KCBS to compete in sanctioned events?

No, you do not need to be a member to compete at most KCBS sanctioned events.

I thought about this for a while, I can not think of a contest being a member is a requirement.

I believe in KCBS, a CBJ, and family membership, but just can't think of a contest where it is required.

It is a requirement of the Sam's Club contests, but that is an exception as it is a tournament style series of contests. You don't need to be a member for just an ordinary one off contest. You won't be counted in their team of the year race, but most teams that compete don't really care about that.
