Are you sure about that? Why would a FEC100 be legal and a Bradley not legal? The FEC100 burns pellets and the Bradley burns discs.

The heat source in a Bradley is an electric element. The pucks smolder to produce smoke. If the electrical element is off there is no heat source.

An FEC (and any other pellet cooker) burns pellets as it's only heat source. The ignitor in a pellet cooker is only on for the first few minutes and then shuts off. And before anyone brings it up, the ignitor was ruled to not be a heat source by the KCBS board a couple of years ago, but no one has the meat in the cooker while it is on, anyway.
