Default Charcoal Basket Burning Issues

Hey guys, I was having a little bit of an issue with the charcoal basket in my UDS. The charcoal has been burning straight down and not outward at all. I have been putting my heated coals in a little pocket in the middle of the basket. Any one have any ideas or am I just doing this completely wrong??

Is it possible that the charcoal has become damp???

I wouldn't think so, last time this happened I used a fresh bag I had just bought. I'm firing her up again this weekend so we'll see what happens. It was windy as hell last time so I'm thinking that might have been an issue
