New, unlined drums are the only way to go if you're willing to spend a few bucks and you have a local supplier. Can't imagine sanding, grinding, sandblasting and / or burning one just to get started. When it's all said and done, the time, labor and frustration is worth $70-$75 to just buy a brand spanking new one.
Yes that barrel looks fine. I would still recommend a good HIGH heat burn just to be safe. Some would argue that it isn't needed, but watching a barrel burn is fun.:biggrin1:

My advice..Don't get rid of the offset especially if it is your first smokin' rig.
I got rid of my offset to make room for my Pit Barrel and UDS and regret it. I had it for a few years and cooked a ton of great meals on it. Yeah it was a piece of junk $50 Char-broil special bought off of CL but you will never have that "1st smoker" bond with any other cooker. Wait, maybe that's getting too sentimental..lol
