If you just feel you need to smoke something, why not do up some cabbage rolls, cabbage is cheap and one head makes a lot, there have been some post on them lately. Also as mentioned meatloaf is a good one. This is not smoked, but how about some hamburger gravy with fried potatoes or even mashed. Sloppy Joe's, with some home fries perhaps, or cheese burger casserole. Hamburger stew, hamburger hash, meatball with either spaghetti or some other pasta, how about Swedish meat balls with noodles. Then if you still need to smoke or grill try some bacon wrapped hamburger steaks.

There ya go. Stretch it by adding bread or oatmeal to the recipe, as well as veggies. Win.
The SoDT makes a soup that fits this description. Win. When using beef it's technically cottage pie, but I like the way your mind works. Win.

Both my parents worked two jobs growing up, so my mom would throw this together quick in between shifts:
Macaroni soup 1 bottle tomato juice 1 bottle V8 1 lb hamburg 1 clove of garlic, minced Italian seasoning Worcestershire sauce 1 large onion, sliced Elbow macaroni Sauté the hamburg, onion and garlic. *Add some worcestershire sauce * Add both bottles of juice and bring to a boil. Add italian seasoning. *Add some macaroni and cook until done.* Assuming you have some on hand, it would be well under $20. It goes great with some crusty bread. Also, when she had time, she'd make meatballs rather than hamburg, and add green beans and potatoes, and called it meatball stew.

20$ is a lot for BBQ. I can feed 10 people with that. I also have a financial advantage coming out of college a couple years ago.
With that being said this is my favorite recipe for big groups for cheap. Add frito corn chips and cheese and I promise it will be amazing. I crock pot mine for 10 hours. http://www.food.com/recipe/taco-soup-paula-deen-111231
