I would say your first contact should be with your local county (parish?) health department. They are the controlling agency for food service typically.

Found this link to LA state health dept.

In my experience dealing with HD's (we are in the process of opening a brick&mortar bistro, food truck and catering biz) the best way to get info from them is to get face to face with them. Our local HD even has an "open office" hours where all sanitarians are on site to answer questions.
