I'm incredibly curious as to how you are going to control and monitor it via your android os phone... Are you writing code for a new program / interface hardware combo or is there something out there I don't know about?? If you are creating a system, I would be quite happy to help you test it out

Yes an external hardware component will be needed... likely we will use an arduino board. This component can read from the temp probes and control the fan. A program will then control all of it, one could do it directly on the arduino - but since this is an android project will write a program for the phone that can communicate with the hardware, either via bluetooth or USB / Android Accessory Dev kit. There are a bunch of similar projects that people have done with arduino on this if you google it. Will post our build out on this piece when we get going with it!
