It may not be germane to this discussion, but neither carbon monoxide or carbon dioxide are inert gases.

Using nitrogen to displace air in food packaging is acceptable. The use of carbon monoxide should have never been approved. The very fact that it reacts with a component in the meat proves that it is not inert.
